My wife and I are faced with not being able to pay for our home even after bankruptcy. Our lawyer said something abouta surrender of property. How is that different from a forclosure.

If you owe the tax you owe the tax..if they collected money and did not use it for taxes then you have a case. I they collected less than they need it is still a debt you owe.
