I'm buying my first home & I continually get confused about taxes. How are they comprised when are they paid in Mount Vernon, New York? Also, how are they grieved? And, what is this STAR program I keep hearing about?

I am in the same situation here in California and I am told that the bank can do what ever they want and I assume that goes for the real estate agency they hire. I have asked my realtor for confirmation that my offer was received and he said that the bank does not have to respond.
