I'm thinking of either adding soundproofing to the wall adjacent to my neighbors or just erected some sort of sound barrier outside. What's easier?

Add soundproofing to your walls. You'll need to rip the drywall out and replace it, but it's easier than attempting to build a barrier because you'd have to get permission from your neighbor AND the city.
