Apply for a mortgage with a 100% financing. If your credit is in good standing you shouldn't have a problem.

Most banks utilize listing agents you just have to finder a real estate broker who handles these types of accounts. Some banks list them online check out their websites and feel free to contact them via telephone they will be glad to sell you a non performing asset

If you are trying to buy directly from the bank, you can't. Many factors come into play when buying a REO property and obtaining a loan. Contact a local lender for pre-approval of a zero down loan. Nearly all of REO properties listed for sale require a minimum $1000 earnest money deposit when the offer is accepted.
